The situation you are describing is similar in Australia, and even worse in such a small market, since the cost of permissions can never be recovered by the smaller print runs. Some of the publishing conglomerates have surprised us by tentative ventures into single author poetry again. They clearly have an eye to being shortlisted by the Children's Book Council - which over its history has privileged poetry in the Book of the Year Awards - and an eye to being set for study in schools.
The syllabus has both increased poetry sales and turned kids off poetry. Too many of us teach them that poetry needs to be decoded for exam purposes, rather than enjoyed. Look at the crowds who turn up for performance poetry, poetry slams in the local bar, readings at writers festivals. Oral performance has kept poetry alive, where study has killed it.
