I love pairing Candy Bomber: The Story of the Berlin Airlift's Chocolate Pilot by Michael Tunnell with Mercedes and the Chocolate Pilot: A True Story of the Berlin Airlift and the Candy that Dropped from the Sky by Margot Theis Raven! For me, it's a good example of how a picture book can be used with older readers, whether to introduce the topic before reading Candy Bomber or as a stand-alone for more reluctant readers. I also enjoy showing parents that picture books are relevant, no matter the age of their reader.
Another pairing could be Laurence Anholt's Picasso and the Girl with a Ponytail and any biography of Picasso, such as Who Was Pablo Picasso? by True Kelley (the entire Who Was series is immensely popular at our library) and an early reader biography such as Just Behave, Pablo Picasso! by Jonah Winter....again working on a variety of levels and using picture books as a springboard for older readers.
Great topic - I can't wait to see what others have to say!
