when is the past historical?

More than 30 years ago I read Vera Brittain's Testament of Youth. I may be forgetting some facts but I remember Vera lost her brother and fiancee in World War I. In order to try to make some sense of the war and the loss of a generation of men, Vera wished to study the Great War at Oxford in the early 1920s. However, there weren't any classes because the war was too close. Seems to me she was told it would be decades before there were history classes about the Great War. Are universities studying the history of the Gulf Wars now? Our wars in Afghanistan and Iraq? How long ago do events have to have occurred before university history departments offer classes about them?
