Tricia, it has to do with governance. All of the awards announced at the press conference are selected by groups that are part of the American Library Association. Both AILA and APALA are affiliates of ALA but they maintain autonomy from the national organization, and ALA has no authority over them. (The same is true of REFORMA, but their children's book award is co-sponsored and co-administered by ALSC, a division of ALA.)
Although it may not seem like it when you are sitting through the awards announcements at ALA Midwinter, there are many, many children's book awards that are not announced at the press conference: the National Book Award, the Scott O'Dell Award, the Charlotte Zolotow Award, the Lee Bennett Hopkins Award, the Boston Globe Horn Book Award, etc., to name just a few. The only awards announced at ALA Midwinter are those that are selected by ALA committees; thus the name ALA Youth Media Awards Press Conference.
