This is more like 10-12 years old but I think the book you're looking for is The Composition by Antonio Skarmeta.

I’m trying to find a book for one of my graduate students. It ’s a picture book, it came out within the last 5 years, and is abo ut a Central American boy who is a good student and gets involved with an essay contest. In the process he learns that the contest is rigged and is a way to get kids to spy on parents for the dictator. He then figures out how to use language to say what he means while protecting his family.  But I can’t remember the title or the author.
