Hi Meghan! Committee members are selected in one of two ways: 1) appearance on the ballot and election by Association for Library Service to Children members, or 2) appointment by the ALSC President. Here's how to go about it:

First, be a member of ALA and ALSC. Second, fill out a committee volunteer form, found on the ALSC Web site. The ALSC Vice President will begin making many committee appointments soon, and will make award committee appointments in the summer (after s/he becomes President at ALA's Annual Conference in late June).
