I would add to Perry's list, The Looking Glass: New Perspectives on Children's Literature, www.the-looking-glass.net, an online-only journal that started in Canada, migrated to the U.S., and is now based in Australia.

 Reviews

Many years ago, Betsy Hearne wrote a thoughtful and astute article about reviewing and made the case that in children's books we do not have a journal that publishes literary criticism. She was exactly right

No longer, however. There are:

Children's Literature, the annual published by Johns Hopkins UP The Children's Literature Association Quarterly The Lion and the Unicorn (these three are all available through Project Muse) Jeunesse: Young People, Texts, Cultures (formerly CCL/LCJ, avaiable online) Papers (the Australian journal, now available as open access online) The Journal of Children's Literature Studies (published in the UK)

And other, such as Children's Literature in Education, also publish some work that would count as literary criticism.
