Well, you could always preface the recommendation with: "to get another point of view on the question, you might enjoy the sci-fi novel ...."

I see no need to mention his politics. After all, most of the writings on climate change is going to be influenced by someone's political views in one way or another.

Looks like Mr. Niven's self-proclaimed Libertarian allegiance has had free rein/reign in this one. Would one alert teen readers to that when making the recommendation?

One book I ALWAYS recommend for teen readers when looking for Science Fiction, and who are also interested in climate change is "Fallen Angels" by Larry Niven, Jerry Pournelle and Michael Flynn.
