I vote for Bill Peet (CHESTER THE WORLDLY PIG, BUFORD THE LITTLE BIGHORN, HUBERT'S HAIR-RAISING ADVENTURE, RANDY'S DANDY LIONS, and many more). Not for the littlest children, but my kids and I loved them for the wit, surprising plot twists, funny and expressive illustrations, and much more.
