With this argument in mind, how about The Invention of Hugo Cabret as last year's Caldecott winner? Is that a "picture book" or an
"illustrated book"?

I agree that the art in WE ARE THE SHIP is stunning. In my opinion, the part of the Caldecott criteria that removed it from consideration is the first point under Definitions:
1. A "picture book for children" as distinguished from other books with illustrations, is one that essentially provides the child with a visual experience. A picture book has a collective unity of story-line, theme, or concept, developed through the series of pictures of which the book is comprised.
WE ARE THE SHIP (IMHO) is an illustrated book, not a picture book, in that the art does not tell the story and the book does not provide an essentially visual experience. While the art illuminates the text, the experience of the book is essentially text-based.
