I would refer the person interested in board books with photographs to Star Bright Books, who has a really nice little series of books by Cheryl Christian which my daughter LOVED (Where's the Puppy?, Where's the Baby?, and Where's the Kitten?). Star Bright has lots of other great board books as well, and free literacy posters fro librarians and teachers.
