I am a media specialist for an intermediate school, grades 3-5, and while I rely heavily on reviews and recommendations for fiction, I purchase non-fiction differently. Most of my nonfiction purchases are made after seeing book samples from sales representatives or at expos, and matching that to the interests and curriculum of our school. Some nonfiction is purchased based on recommendations from other media specialists, as well as from reviews and catalog browsing for specific subject matter, but the majority is chosen from me seeing, touching, and reading nonfiction books that are presented to me in person.

As a nonfiction writer, I would be very curious to know how teachers and librarians decide what books to purchase.
