[CCBC-Net] Off Topic Question: Age Levels of Children's Books

Dear Colleagues--I've been asked by the moderator of a parents' website to write an article on selecting books for kids.
There is some information I'd like to include in the piece. For those who work in publishing or for the children's authors: who sets the age level for a book? Is it something that gets negotiated between an editor or the author? Or, does the publisher (and reviewer) set the appropriate age level for its intended audience?
As a reviewer for School Library Journal, I have been told to alert the editor if a work is not appropriate to the intended age level. In my experience, I have found the age/grade levels to be pretty accurate so I rarely change it.

Mount Mary College in Milwaukee, Wisconsin is hosting a reading, film preview and discussion of "Writers Writing about Body Image" on November 6 from 6-9 pm. Presenters include Ann Angel, editor of SUCH A PRETTY FACE, Short Stories About Beauty, Wendy Schneider, producer and director of the documentary
CUT:TEENS AND SELF-INJURY, and Harriet Brown, poet and memoirist who will read from her memoir-in-progress about her daughter's anorexia.
CUT:TEENS AND SELF-INJURY will be shown at 6 pm followed by readings by
Angel and Brown. All three presenters will take questions and sign copies of their works.

Mount Mary College is located at 2900 N. Menomonee River Parkway, Milwaukee, Wisconsin 53222.
