RE: the wand,

While Draco didn't kill Dumbledore, he did strip him of his wand, thus becoming the ownder of the elderwand. Harry then strips Draco of his wand in HP7. It isn't the killing of the owner that gives one that control; rather it is the taking of the wand that bestows ownership. This is why Voldemort couldn't own the wand, even after killing Snape.
