David,
Sadly the statement you make below is NOT limited to School Libraries. I've been in situations where the Manager/Director of a PUBLIC Library will throw his/her staff to the wolves to keep the County/City/Library Commission off their backs or risk losing monies or risk a negative letter in HIS/HER file.
And a public librarian may not lose their job, but they may lose their position or be transfered to another branch, or be sternly reprimanded or lose their case at the least due to this lack of support..
