Actually, the first African-American to win the Caldecott did so in 1976 with "Why Mosquitoes Buzz in People's Ears." The same team, Leo & Diane Dillon, won again the following year for "Ashanti to Zulu: African Traditions."
And from what I understand, the Caldecott Committee doesn't make a decision based on artists, but rather on the art itself.
