I recommend Framed! by Malcolm Rose (Kingfisher 2005). 5.0 Reading Level but the main character is 16 y/o Luke Harding, a forensic investigator. This is a mystery set in a futuristic world but with more emphasis on solving the mystery than the science fiction element. Luke has a rebellious streak and just the right amount of sarcastic humor that appeals to teens. He also has a love interest. I think the book would appeal to some girls as well as guys.

This book is the first in the Traces series--at least one other, Lost Bullet, has been published but I've not read that one. I know that getting struggling readers hooked into a series can sometimes pull them along.

Framed! is on the USBBY Outstanding International Books 2006 (a good choice to introduce an international author to struggling teen readers) as welll as the ALA Quick Picks for Reluctant Readers 2006.
