I'll add to the list The Wolves in the Walls by Gaiman (almost as scary as Coraline, but picture book format - best for 3rd grade and up), Heckedy Peg by Wood and Go Away Big, Green Monster by Emberly.

The lower elementary kids love Bony Legs, by Joanne Cole and Tailypo ,
the Paul Galdone version. These two books have made many kids love
folktales in my building. I read these two at Halloween to the
kindergarten kids and they ask for it for years afterwards.
Skeleton Man by Bruchac is big with upper el.
