For the very young, I've always liked Mercer Mayer's "There's a Nightmare in My Closet" and the sequel, "There's an Alligator Under My Bed."
Edgar Allan Poe is always a good choice for upper elementary and middle school, along with Washington Irving's Legend of Sleepy Hollow.
I can't remember if anyone mentioned Patricia McKissack's "The Dark Thirty: Southern Tales of the Supernatural," and James Haskins' The Headless Haunt and Other African-American Ghost Stories."
And there's an interesting ghost story for teens that just came out: "A Certain Slant of Light" by Laura Whitcomb. Not exactly scary, but eerie and thought-provoking.
