[CCBC-Net] OT--Reading environment

I do apologise for posting off topic, but as things are quiet on ccbc_net at the moment, I hope no-one will mind.
I have been asked to address some teacher-librarians on the subject of
?creating a reading environment?. The t-ls will be from both primary (K-6) and secondary (7-12) schools. I?d be most interested to hear from people on this list about programs that have worked in your school libraries and wider school communities (I for one don?t think it?s just the library?s job to create a reading environment in a school!). I am coming to this as someone who is NOT a librarian as they want a different perspective, but I do feel a little as if I will be teaching my grandmother to suck eggs, if you?ll pardon the expression!
I know there?s a vast amount of experience amongst ccbc_net members, and I?d be most grateful for your ideas. Off list, of course.
