I order hundreds of thousands of books for this age range every year, and my best suggestion would be Jane Simmons' Come Along, Daisy. It is recently out in paperback, and the story of a little duckling who is temporarily lost, and a little frightened, but then found and tucked in to sleep under Mama Duck really resonates with this crowd.

John Burningham's MR. GUMPY'S OUTING always seems to be a favorite for that age group.
