Good question, Judith. Your confusion points up the misuse (and ethnocentricity) of the term "international books," which as you suspect is actually a list of outstanding non-USA originating books published in the US each year. The list is co-sponsored by the Children's Book Council and USBBY, and American publishers will submit books to the committee members for consideration.
