library cards & independent bookstores...

I have also heard that in some areas (particularly rural ones) patrons now have to pay to get a library card, which is out of reach for families who are financially strapped. I assume that if you live in a county that has a library, part of your taxes go toward the funding of the library, but if you're out-of-county, then the library system makes you pay.
I second Maia's experience with running into independent booksellers who don't have much experience with children's books. None of the used bookstores here (DC metro area) have a good children's selection, and out of the independents that sell new books, I think Politics & Prose is the only one that's any good. Mind you, I'm just coming from the perspective of someone who enjoys reading children's books; I don't actually have kids.
