I've just joined this thread, so forgive me if I'm posting a repeat suggestion.
One of my all-time favorite books about a community coming together is Meindert de Jong's Wheel on the School. A little girl's question -- why don't the storks come to their seaside village anymore? -- sparks a community-wide effort that brings in even the most antisocial citizens.
