I don't know about the specific event Arnold heard of, but I have heard that one way some librarians (and bookstore owners too) have taken in order to avoid complying with the Patriot Act has indeed been to destroy borrowing or purchasing records. (As you know, under section 215 of the Patriot Act librarians can be forced by the FBI to turn over the borrowing records of people they suspect of having terrorist connections and are forbidden to tell anyone about it, or to warn the people people being investigated. The FBI must get a search warrant for this, but only from a court that meets in secret and without having to show probable cause.)
