As one of the judges for NBA this year, I can say re: the question of experts that we are asked not to discuss the books or our deliberations with anyone except another committee member. That didn't mean we couldn't read reviews, CCBC entries, etc., but it did mean that other than in committee we were expected to keep our opinions confidential. A friend who was a judge in a previous year told me that she took that charge so seriously she wouldn't even talk about the submissions with her husband who also is a children's book writer.
I referred the question of guidelines to Neil Baldwin, the Director of the National Book Foundation.
