Adding to Megan's list of what makes a good book for babies and toddlers:

what makes books good for anyone:

  a.. tension leading to a resolution
  b.. humour (babes laugh at 3 weeks)
  c.. important values (they know what's what;
  d.. books that reaffirm the basics of love and security and overcoming fears and dangers - like Rosie's Walk, the fabulous Uncle Elephant
  e.. quests and problem-solving eg Sunshine, Moonlight (Jan Ormerod) and all Shirley Walker's books, solving really big problems but translated into children's familiar surroundings
  f.. books that show markers children love like birthdays, Christmas etc eg Ernest and Celestine books
  g.. and make sense of their world (eg all animal books)

All those biggies!
