I think the funniest picture book I've ever read is William Steig's THE AMAZING BONE. It still kills me, every time I read it. Arthur Yorinks and Richard Egielski display perfect comic timing in many of their books together -- Bravo, Minski for instance (I can crack myself up on a bad day just by saying out loud the incantation, "Minski, Minski, Minski.")Barbara Bottner and Peggy Rathmann showed some pretty great comic timing too in BOOTSIE BARKER BITES (and Peggy's books by herself are pretty darn funny.)
People haven't mentioned funny poetry, but there's a wealth of it, I think. Andy Rash's THE ROBOTS ARE COMING (and other Problems) is hysterically funny
(see the poem about the werewolf who sends a get-well card to one of his victims.) I'm smiling now, just thinking about it.
