I can't say how Rudolfo Anaya came to picture book writing. With regard to his writing for older readers, I know that Gwen Montgomery, who was at the time a senior editor for Avon/Morrow, approached him several years ago about the possibility of a folklore collection. My Land Sings, a collection of original and retold folktales, was published by Morrow in 1999. The paperback was issued by Harper/Rayo in 2001.
