Carver question

I had one question about "Carver" concerning eligibility. Since most (or all?...I don't have a copy to check) of the poems were previously published individually, does that change the way the committee looks at the book? "Compilations" are ineligible, and I guess this is not one, but it seems kind of close to me. Is it more that the author has taken these previously published poems and presented them as a unified whole? Which makes it something different than a random collection of unrelated poems that are previously published? But does that mean any collection of previously published poems that form a unified whole would be eligible? Or am I just not understanding the criteria?
