Arbitrary? I don't think so. Jerry recognized the underlying nastiness of Leon and the way the Vigils hurt people like the Goober. To begin selling the chocolates would be to cave in to the controlling forces of the "powers that be." In the context of the world, selling the chocolates might seem to be a small thing. But in the context of high school, those powerfully contained microcosms, these issues are a big deal. These are the places where kids first take stands on issues. It's where they first learn to play out ideals. Jerry's stance was heroic. To say it wasn't seems very cynical. (If not now, when?)
