Two last minute year 00 suggestions: "SkySisters" by Jan Bourdeau Waboose, illustrated by Brian Deines, and "Moons and Mermaids" by Laura Jolicouer.
"SkySisters" is the tale of two sisters who go out on a wintery night to find the spirits of the sky, the northern lights. Within the confines of a picture book, Waboose does an excellent job of presenting a big sister-little sister relationship in both its complexity and affection, and the girls' excitement at meeting the creatures of the night soaks each page in a happy brilliance.
"Moons & Mermaids" is the printed version of Jolicouer's story, which she first illustrated as ceramic pieces (displayed at the Art Gallery of Nova Scotia during early 2000), photographs of which are the illustrations for this book.
"Moons and Mermaids" is a insightful introduction to the whimsy and magic of dreams and daydreaming: "One Day I had a daydream... in my dream I became a mermaid who could swim with the fish in the sea... I became a flying cat... as a cat (who could fly), I met a rooster (the bird who could not fly), and together we flew to the moon..."
