I thought Viktor was always in the library because schoolwork was difficult for him and he really had to study to keep up. Maybe I'm falling into a
"dumb jock" stereotype here, but when Viktor arrives at Hogwarts Harry is surprised that he looks so ordinary. He's maybe even a bit neanderthal
(he's always slouching!) off the quidditch field.
Hermione, on the other hand, is in the library because she really loves to study, and feels driven to learn all kinds of things. I think it is true that she's probably the only girl who isn't "ga-ga" over Viktor, and I found it satisfying that the plain jane nerdy girl ended up being Cinderella at the ball with the "prince." And Hermione is kind -- she's probably befriended Viktor out of kindness, not because she's impressed by him.
I suspect our different interpretations of what's going on with Viktor and Hermione reveal more about ourselves than they do about the book!
