Magic in Harry Potter

Maybe I missed a message (or it could be that I'm just dense!), but I don't quite understand the phrase I keep seeing about the magic in the Harry Potter books being arbitrary. Do you mean that it is arbitrary whether or not magic is used in the book (i.e. that it would be just as good without it?) or that the magic seems to follow no rules and is used at the whim of the plot? I don't have an opinion either way, but I just want to clearly understand what you're saying.
