For those of you who are searching for a truly non-arbitrary,"logical" use of magic, I can only refer the reader to the three (adult) books in Randall Garrett's "Lord Darcy" series, in which Lord Darcy is a Holmes-like character who solves mysteries with the aid of Master Sorcerer Sean O Lochlainn, expert in the use of "forensic magic."
They're both present in C. S. Lewis's "The Last Battle," and of course Piers Anthony uses all kinds of mythological creatures indiscriminately (but Piers Anthony isn't even low fantasy. He's bargain basement fantasy.). I don't think it troubled me at all here.
