Shirley Hughes

I have been reading the comments about the popularity of Shirley Hughes' books. We have a fair selection of Alfie and Trotter Street stories in this affluent K-4 suburban independent school. The books do not circulate. I have noticed that there is little identification with stories with a British setting or British humor. Is this a function of Richmond's provinciality? Dick King Smith and Roald Dahl are popular but their fantasy supersedes the English locale. I'm curious to hear if anyone else has had this situation.
