This matter came up when I chaired Newby many years ago. A single chapter in a book by Beverly Cleary had seen the light of print elsewhere. However, the book in its entirety was new so it was eligible--and was an Honor Book. Had every chapter appeared elsewhere, that would have been a quite different story.
