I'd have to confirm this with Paul, but I'd suspect that in Whirligig structure came first since it is all based on the labors of Hercules. So I don't think the chapters came to him creatively in the order he wrote them. Rather I think he understand what had to happen on his character's road to repemption and how to make that journey itself function as a whirligig. Then he had to work out each chapter. That is like someone who is composing a canon: he or she knows what will be needed where, then comes the challenge of creating that kind of music for that exact duration required and in an interesting or pleasing or challenging or clever way.
I'd ask Brenda about Bat 6, what came first, form, character, plot?
