Do teachers read book reviews?

At the grade school where I worked for ten years, teachers often read reviews in newspapers, in this case the Providence Journal and the New York Times Sunday Book Review, and would often ask for books they saw there. I've never understood how the NYT picks people to review children's books; except for some children's book authors and the rare librarian, the reviewers don't seem particularly qualified. The reviewer in the Providence Journal has no particular background; most of her reviews are really short descriptions.
