BATCHELDER CRITERIA

Like Brenda, I was stopped short by Ginny's comment about Hostage to War being technically ineligible and even went back to the ALA Batchelder page to read the award's description again. I saw nothing that said the book had to have been translated from the language in which it was first written. Frankly, I also saw nothing that said that the American publisher had to be the translator (I'm thinking of books that were translated into English and published in the UK, then published in the US), although I understand that to be part of the spirit of the award.
I'm wondering if there is a handbook of criteria that the committee receives that spells out the eligibility more carefully than what's on the web page (I've copied that below). Surely that's not confidential.

"This award,established in [Batchelder's]honor in 1966, is a citation awarded to an American publisher for a children's book considered to be the most outstanding of those books originally published in a foreign language in a foreign country, and subsequently translated into English and published in the United States. ALSC gives the award to encourage American publishers to seek out superior children's books abroad and to promote communication among the peoples of the world."
