Picture Books for Older Readers

I teach 6th grade and use all sorts of picture books with my students. I would like clarification of the term - "picture books for older children" - does that mean that there is a new area being developed that I am unaware of?
At some point I hope there is a discussion about the book - [When Plague Strikes]. A group of my students have just had a booktalk on it and I am impressed by both the book and the students' reactions to it.
