I think you've hit on the answer--and that's giving the youngest readers hope that there are other people who care and letting the older readers know what they can do themselves, even if it's only something small, as long as they can make a difference.
Children who have contact with caring librarians and teachers who take the time to discuss the books that address heavy and serious problems are blessed.
