If a book perpetuates stereotypes, it is partially due to lazy writing. Using stereotpyes instead of fully formed characters is similar to the overuse of cliches, so it is just poor writing. Also, the use of stereotypes instead of solid, interesting characters is a way of giving out inaccurate information. Even fiction should contain accurate information regarding a people's culture. I don't think it is just political correctness that causes me to find fault with stereotypes; they are a sign of untalented writing.
