Recognition due young adult books

I am in the process of trying to do a bibliography on "Information sources in Children's Literature" and one of the greatest frustrations is trying to identify at which age do children go from being "children" to becoming young adults, as far as literature is concerned. I have been able to work with this, to the most extent, however, it makes me very much aware of the difficulty the Newbery Committee must have when selecting the award winners. I agree some of our young adult "greats" have not been awarded the recognition due to them, just because the content of their books are a little too mature for younger children. How about ccbc coming up with a new award?
